See The Hydrogen Bond is also a case of dipole dipole attraction between two Hydrogen Molecules. There exists Hydrogen Bond between Water Molecules. So the two main attraction forces are Covalent and Hydrogen Bond (Van Derwall is also present but it is too weak to be considerable). Covalent Bond won't happen just like that. However when two Water molecules get close to each other Hydrogen Bonding can happen. Therefore the answer is B.
