Velocity is the displacement travelled by a body per unit time. It is a vector quantity as it contains both magnitude and direction.

Passengers tend to fall because of Inertia of Direction.

1. The velocity of an object is the rate of change of its position with respect to a frame of reference, and is a function of time. Velocity is equivalent to a specification of an object's speed and direction of motion thus it is a vector quantity.
2. Passengers tend to fall sideways due to INERTIA according to which a body resists any change in state of it's motion and in the given situation the direction of motion is changed.
