Dilute and concentrated are the relative terms to describe the amount of acid in water. Concentrated acid means that there is high concentration of acid in water. It has nothing to do with strong and weak acid. If we say that,  acetic acid is concentrated, it just mean that amount of acetic acid is very high in water.
Strong acids are the acids that dissociate completely in water. For eg. - HCl, H2SO4, HNO3 etc.
Weak acids are CH3COOH, HF etc.
