If 4 minutes equals to 1° then we would have to add when we are going east of the Greenwich meridian and subtract when we are moving west of the GMT.
So, at GMT the time would be (if the time was 12 noon at 60° east longitude)= 12-4 (since 60*4 is 240 minutes) which is 8 am.
So the time at 30 degree west longitude would be 6 am.
