Explanation:

Vt & R1 fixed

resultant Resistance R' = R1 + R2

when R2 = 1kΩ & I = 1mA

R' = R1 + 1000 & I = 1/1000

but. ..

Vt / R' = I (ohm's law)

hence. ..

Vt / ( R1+1000) = 1/1000

Vt = (R1+1000)/1000........(1)

again when....

R2 = 0Ω & I = 5mA

R' = R1 + 0 = R1 & I = 5/1000

hence....

Vt / ( R1) = 5/1000

Vt = 5R1/1000..............(2)

from (1) & (2)

R1 = 250Ω & Vt = 1250V
