★ If a constant voltage (DC) is applied across a capacitor that is not charged, it charges up to some value decided by the voltage and the capacitance (Q=CV).

★ A current will flow until the capacitor is fully charged, thus dq/dt exists during charging process.

★ That's why capacitors are said to block DC.
