Let the numerator be x.

Given that denominator of a rational numbers is greater than numerator by 8.

So, denominator will be x + 8.

Therefore, the fraction becomes = (x)/(x + 8). ------ (1)

Now,

Given that numerator increases by 17. = > x + 17.

Given that denominator decreases by 1. = > x + 7.

Given that the number obtained is 3/2.

= > (x + 17)/x + 7 = (3/2)

= > 2(x + 17) = 3(x + 7)

= > 2x + 34 = 3x + 21

= > -x = -13

= > x = 13.

Substitute x = 13 in (1), we get

= > The rational number = (13/21).
