To understand what is meant by human factors testing and evaluation, it is necessary to understand the meaning of a number of terms: human performance; testing and evaluation; systems; and operational environment. Human performance consists of behaviors and actions performed by personnel in the course of completing a job. In this orientation, human performance is work-related and does not include non-job activities such as those found in recreation, social interaction, or behaviors performed solely in relation to oneself. Testing is measurement. Laboratory research experiments test, that is, they measure performance. Measurement alone is, however, not sufficient for systems because the system concept requires a value judgment about the adequacy of system performance.
