it is because actually the pyramid is
producers>consumers>secondary consumers>tertiary consumers>decomposers
consumers are herbivores
if these herbivores are disappeared then there will be no pyramid
if there are no herbivores then no one will eat producers

herbivores eat producers and herbivores are eaten by secondary consumers. If herbivores are not their then secondary consumers won't get food and they will die.so there are only producers left
