1. No, we can't feel the effect of atmospheric pressure as our body is also filled up with air. The pressure inside the lungs, blood vessels and other organs balances the pressure exerted on us from within our body.
2. For simplicity, pressure is defined as the force applied perpendicularly on a unit surface area over which the force gets distributed.
