Because when we keep our hand above the candle the heat is directly comes to our hands which doesn't happen when we keep at the side.

We we feel more heat when we keep our hand over candle flame than when we keep it on side because the candle flame heats nearby air and the hot air rises up so when hand is above candle flame it feel more heat than when it is at side...
