In this Metellus Cimber is being adressed as he asking for a repeal for his brothers banishment and Julius Caesar is the speaker of above lines .
Metellus Cimber wanted his brother to be forgiven and once again allowed th come back as a rightful citizen of Rome.At this Caesar is unmoved also he said that law is not play of children , once the decree was passed could not be repealed and no amount of flattery could make him change his verdict.
