The mountain:

A squirrel is a tiny animal compared to a tortoise. The squirrel is a climbing animal and has a lightweight body covered with fur. Whereas, the tortoise has a hard shell covering on its back making it a heavy animal.

Hence, a tortoise can neither move fast nor can climb trees like how a squirrel does.

The tortoise is mentioned as foolish because it is trying to imitate the squirrel, which is actually impossible.

When heavy winds blew on the high mountain, the tortoise could not pull up along with its heavy hardback shell. Hence, it became very sad.

Nevertheless, the lightweight small squirrel ran fast up the high mountain.
