Calculation : Always remember the fact that the minimum velocity with which a body should start in order to complete the whole vertical circle is

minimum velocity with which a body should start in order to complete the whole vertical circle is v = √(5gr) ,

where g is the gravity, and r is the radius

Now , put the values

v = √(5*10*6.4)

=> v = √(320)

=> v = 17.8 m/sec

approximately 17.7 m/sec.

so option 1) is correct.
