Let's take each and every option one by one from reverse
(iii) 40.00 cm
=> 40 x 10 = 400 mm
(ii) 0.004 mm
=> 0.004/10 = 0.04 cm
(I) 4.00 cm
=> 4 x 10 = 40 mm
Here (i) and (iii) seem to be accurate
Possible Reasons⤵️
1. 400 mm and 40 mm are not in decimal unlike the second one i.e 0.04 cm
2. Also 0.04 is in centimetre whereas the other are in millimetres

Let's find error in these 3 observations :
(i) 0.01 / 4.00 cm = 0.0025 cm
(ii) 0.001 / 0.004 = 0.25 mm ( but since its in mm, it gets rejected )
(iii) 0.01 / 40.00 = 0.00025 cm
Now you can see of (i) and (iii) Which one is more accurate.
