The particles of dust are at rest but as the carpet moves the particles remain at the same place so the particles comes out of carpet.

When a carpet is beaten with a stick ,dust comes out of it because after beating the carpet, it begin to move and the particles of dust are trying to resist their state of rest . As per Newton's first law of motion the dust particles remain in a state of rest.
