we just need to find the speed of the seconds hand.

speed is distance/time

distance travelled by the hand in 15s is

1/4*2piR

so speed is 1/4*2piR/15=v

thus change in velocity is v(î)-v(j)[as in 15 seconds the second hand will complete 1/4th of the circumference]
