98% by mass indicates in 100 grams of solution, 98 grams of H2SO4 is present.

Number of moles of H2SO4 = 98/98 = 1

Number of moles of water = 2/18 = 0.11

Total number of moles = 1.11

Thus, mole fraction of H2SO4  = 1/1.11 = 0.90

Hope it helps!!
