Solution :

ax² + 7x + b = 0

Put the value of x

 ax^{2}\: + \: 7x \: + \: b \: = \: 0

 a(\dfrac{2}{3})^{2}\: + \: 7 \dfrac{2}{3} \: + \: b \: = \: 0

 a(\dfrac{4}{9})\: + \: 7 \dfrac{2}{3} \: + \: b \: = \: 0

 \dfrac{4a\: + \: 9b}{9}\: = \: \dfrac{-14}{3}
