see in the reaction water is acting as a base because we know the substance that can release H positive ions act as acid and the substance that gain that H positive ions is a base ...to see the reaction in the reactant side it is HSO4- negative + H2O and in the product side it is H3O+ positive means 1H+ is removed from HSO4 negative and it got attached with H2O molecule to form H3O+ positive that is hydronium ions so we can see that HSO4 negative has released H positive so it Acts as acid and H2O has gained that H positive to format hydronium ion H3O+ positive so it acts as base......
