If the Given Numbers are arranged in Ascending Order, The Order will be :

✿  \mathsf{\frac{1}{5} < \frac{3}{5} < \frac{7}{5} < \frac{9}{5}}

✿  The Least Number is \mathsf{: \frac{1}{5}}

✿  The Greatest Number is \mathsf{: \frac{9}{5}}

The Percentage of Least Number in the Greatest Number is :

✿  \mathsf{(\frac{Least\;Number}{Greatest\;Number}) \times 100}

✿  \mathsf{\frac{\frac{1}{5}}{\frac{9}{5}} \times 100}

✿  \mathsf{\frac{1}{9} \times 100}

✿  \mathsf{11\frac{1}{9}\%}
