See here we have to arrange the polynomial, right. in decreasing order. ok

so we have to see that which term x has the highest power.

here you can see that

2 {x } ^{2}  {y}^{2}  - 8x {y}^{3}  +  {x}^{4}  -  {y}^{4}

is given

so \:  {x}^{4}  \: is \: having \: the \: greatest \: power \: i.e. \: 4

so it should come first as we have to arrange it in decreasing order. ok.

But here we have ti arrange it with respect to degree for x not for y. Ok

so the arrangement is

 {x}^{4}  + 2 {x}^{2}  {y}^{2}  + 8x {y}^{3}  -  {y}^{4}

Just see that we have to arrange in accordance to x not for y. so we arranged like this.

If it would have asked that only arrange in decreasing order then there will be importance of y also. OK.
