Tommy is referring to the books as a waste. Tommy and Maggie thought that the books were a waste as they did not move or run and stood still. Also, he thought that it was such a waste as they could not reuse it like they do it on their computer.
Tommy and Maggie had computers, telebooks, and other such mechanical and robotic things as teachers and so they were surprised to see a human teacher.
Having human teachers is better than having a computer as a teacher as the children get to have a personal touch to their studies rather than making it a chore. All the children studied together in the school with human teachers. A human teacher will behave and act with a child according to the child's mindset and not mechanically.
