r cosec(α/2) sinβ

Step-by-step explanation:

Let the observer is at A.

Let NA,MA are tangents from A to the balloon.

∴ ∠MAN = α.

∠MAD = ∠NAO = α/2

Given that,

∠PAO = β

∴ OM/OA = sin α/2

OA = r cosec(α/2)  ---- (i)

∴ OP/OA = sin β

OP = OA sin β

     = r cosec(α/2) sin β.
