You have raised a good question. But first, all of us need to clarify if ghosts are really there or not . Scientists believe there are no ghosts, but we or preferably some sadhus and others who are , you know superstitious types believe in the existence of ghosts.
If ghosts are really there then I think they are here for a purpose, a reason. They must have done something bad in their human life due to which they have become this. You know Karma Boomerangs ! Or there must be some unaccomplished goal or what we say as 'adhoori ichha' left. Whosoever is related with that goal or 'ichha', I think the ghost is after that person. Who can complete their wish, the ghosts are after them. They don't harm anyone without any reason. But if anyone tries to obstruct in their way, they may clear them.
But I am not sure about this. This is what I think and imagine it could be. I have read this in many books.
I am a firm believer of Science. But still I believe in God. I don't think such things as spirits or ghosts are there.
