The president appoints the members of All India Services. The All India services include Indian Administrative Service, Indian Police Service, and Indian Forest Service. Union Government in Federal Polity enlists these officers. These officers follow rules of All India services. These are the top officers of the Indian Civil Service, so this makes central government far powerful than state government. The president appoints these officers under state cader, and they work under both state and central government.
