Aww Common we don't know under what circumstances they are in... We shouldn't judge them that they are thieves or miscreants.. There are some but most of them aren't. They shouldn't be locked up the police instead we should try to help them by talking to them but too should be smart for them. Remember its the poverty that makes a child to steal.
