If Oxidation state of Al is x then
x+(-1) = 2 => x= +3
Whereas covalency means the no. of covalent bonds formed.
So, Al forms 1 coordinate bond with Cl- and 5 coordinate bonds with H2O, and coordination bonds are basically covalent bonds. So a total of 6 covalent (coordinate) bonds are formed by Al.
It’s Covalency=6
