It is absolutely true fear of punishment only enforces discipline. Fear has so much of influence on people; in countries in the Middle East, such as Saudi Arabia, UAE, China, etc. the crime rate is minimal. It is just because of this fear. There is so much discipline in defense forces. This discipline can be ascribed to the fear of punishment.  

Similarly, in a school the teacher who is genuinely strict, students in his class behave in a more disciplined manner. Fear of punishment works on the principle of conditioning. Punishment actually is an unpleasant experience. The memory of pain associated with fear prevents one from being undisciplined. Punishment may be of many types. It can be physical pain, mental pain, emotional pain, or intellectual pain. For example fine imposed by a traffic police cop, may be an emotional pain. This financial loss and the associated pain will warn the offender to be in discipline. So, in a majority of cases fear of punishment enforces discipline.  

However, there are a few people who like to be disciplined out of their own goodness. They behave in a disciplined manner because they like discipline. But for a majority of people, fear of punishment is crucial in enforcing discipline.
