The molecular forces acting between the molecules of a substance decide the state of matter of that particular substance at a particular temperature and pressure.

At a fixed temperature and pressure, the molecular forces acting amongst the molecules of a substance in solid state of matter are the highest, followed by the liquid state and then the gaseous state.

So here's the order: 
- Solid state
- Liquid State
- Gaseous State
