As artery transports blood from the heart, it has a very high pressure of blood flow pumped by the heart. Artery does not need any other accessory forces to pump the blood off. In other way veins collect blood from different parts of the body where there is no such pressure except movement of body parts. To flow the blood back veins need some pressure which are created by the valves. Moreover valves help to control the one way flow of blood through the veins. Otherwise blood may start flowing backward.
