Let's look at the topic from a historical point of view.
In the last century, much of the time was spent between an ideological war between capitalism and socialism. Socialism believed everyone should be equal and had the time to same education, food and shelter.
Capitalism on the hand believed that people should work to earn this and while education alone can be publicly funded, humans should earn and live according to their handwork and capacity.

Today, almost every country in the world, even the poor ones, offer very subsided or free basic public education for children. However, a similar right to food and shelter is only seen in very socialistic Northern European countries and no where else.

American capitalism explains that giving everyone, everything for free, does not lead to a robust economy, leads to high taxation to meet all these needs and moreover, turns the population lazy as they will get everything for free.

Northern European Socialism argues that high-taxes are a small price to pay, if everyone can live a decent life. However, Northern European Countries have been blessed with high natural resources and low populations, where government resources have been able to support such a system. (E.g. Norway)
Such a similar system for a country like the US with more than 400 million will almost be impossible to replicated.
Hence, they believe that the government should significantly invest in education and training in order to build capacity for people to earn a living and enjoy their lives.
