Article 334 provides the reservation of seats for the Scheduled Castes and the Scheduled Tribes in the House of the People (loksabha) and in the Legislative Assemblies of the States,This Article has validity clause of10 years(i.e. scrapping reservation(read in loksabha&state legislature) from 26th Jan 1960) and has subsequently amended Eighth (extension upto1970),Twenty-third(1980),Forty-fifth(1990) ,Sixty-second (2000) , Seventy-ninth(2010),Ninety-fifth(extension up to 2020).
Article 334 has nothing to do with reservation of SC/St in job,educational institutes,but article 15(4)Article 15 enables central /state govt for affirmative actions of SC/ST under this, reservation in education,job is provided and it has no time stipulation of 10 years.
And if anyone thinks that after 70 years of Independence now there is no caste based discrimination,it is totally a myth created in some metro cities and effluent people,there exist caste based discrimination in villages and that is fatally prevalent and even most of the govt university has serious problems of caste based discrimination.An unkempt or unwashed Gujarati child will be laughingly called dublo, dhed, bhangi. This is how I was raised.A full 25% of India is Dalit and Adivasi. Put your palm on your heart (do it) and ask yourself what representation they have in your office. How represented is their culture in our popular culture (films, TV serials, advertising clichés)? If it is not, ask yourself why it is not. The only answer, a terrifying one, is that it is not “good culture”. Add Muslims and we are talking of nearly 40% of our population, a half-billion people seen with contempt because of an illiteracy on the part of the rest of us.
Biggest issue is misuse of reservation by effluent people of SC/St/OBC , while their own brethren can't avail it.And cascading of reservation is another big misuse by people who are well off (owning 4 wheel car) and yet use reservation on the name of backward caste.This issue can be sorted out if govt can have entire database of each and every family's ownership pattern(i.e.whether family car or not,how much land, residential plot size etc.) ,this database can be created with the help of AADHAR card by linking it with bank account,home address,vehicle ownership,land ownership etc.
