This the question of air drag. The coin's surface area is less than that of the piece of paper. So, as the both the objects are going down, the air drag will be more on the piece of paper than on the coin. The air drag is always opposite to the direction of the motion. Hence, the coin will move faster because of less air drag and will reach the bottom first as compared to the piece of paper.
