There are several measures that can be taken to curb corruption, such as:

There is only limited government can do unless people are not a partner in them to make any implementation a success.

Thus, involve more commoners in the fight against corruption.

Taking each city as a separate region, divide each area based on measurement and appoint special task officer team comprising of five members, one law officer, one police, one military, one common man and another woman.

Ask them to appoint further members below them and work accordingly to observe report and abolish corruption in their area on a weekly basis.

Increase the salary of police inspectors so that they stop taking bribes.

Provide better facilities to government employees and also to the common man living in below standard of living so that they are not drawn to corruption.

Limit the amount of assets or cash that can be held by individuals, companies or government officers in a state or country.

Keep yourself updated with every activity that goes on in your region.
