I think this rule is followed in every country

In India it is so because they are made for the welfare of citizens only , also if rules are not followed there may be many problems like economic , law , crime in the country.

Now to the main point , there are so many rules because

• India is a very vast country therefore it's difficult to work singularly for 1 person
• there are many religions , and each religion has its rules
• Also the major point is that India is a democratic country so every time new rules are formed.
