A federal system of government is one that divides the powers of government between the nations (federal) government and state and local governments. The Constitution of the United States established the federal system, also known as federalism. Under federalism, each level of government has sovereignty in some areas and shares power in other areas. For example: both the federal and state governments have the power to tax. Only the federal government can declare war.

There are three distinct activities in every government through which the will of the people are expressed - the legislative, executive and judicial functions of the government. However, there is no rigid separation of powers. The executive is a part of the legislature. It is responsible to the legislature for its actions and also it derives its authority from legislature. India, since it is a parliamentary form of government, therefore it is a parliamentary form of government, therefore it is based upon intimate contact and close co-ordination among the legislative and executive wings.
