Alkali refers to the water soluble base so as all the alkali have the capacity to neutralize the acid and form salt and water as a byproduct hence we can say that alkalis are basic in nature.

But it is not at all correct to call all the bases as alkaline.

Because many many metal hydroxides can also be basic in nature and are not soluble in Water hands are not an example of alkali.

Similarly various various metal hydroxides and metal oxides are also basic in nature as they have capacity to neutralize the acids but we cannot classify them under alkaline.

copper oxide is the best example of base that is not alkaline in nature but can neutralize the the acid in a better manner just like a good base does.

NaOH on the other hand is a good alkali and is also highly basic in nature.
