Assertion. Charge never flows from a condenser of higher capacity to the condenser of lower capacity.

Charge flows from a body at higher potential to the body at lower potential. A condenser of higher capacity may be at higher potential. So the charge may flow from it to the condenser of lower capacity, which may be at lower potential. Therefore, assertion and reason are  wrong.
