Assuming the required height to be much smaller than the radius of earth,

g '  =g(1−  2h /R)=g−ω  2 *R

2gh /r =ω  2 *R

h=  (ω  2 R  2 )/2g={  (3600)4π  2 *6400000  2} / 2(9.8)(24)  ≈ 10km

Answer is 10km.
