At 0℃, ice has greater cooling effect than water. why

The ice is more effective than water at the same temperature that is zero degree celsius because Ice is in solid Form due to which it produce the latent heat of Fusion more than 0 degree celcius. While the water at the same temperature does not produce any latent heat so it has only zero degree celius.

Ice absorbs heat energy more than water to break down the force of attraction among its particle to convert From solid to liquid.
