Answer

8 out of 15 were found not wearing seat belts in average.

_____________________________

Therefore for a total of 450 people last month,

 \frac{8}{15} \times 450 = 240

weren't wearing seat belts during the auto mobile wreck.

Therefore 240 people out of 450 weren't wearing seat belts.
