Let the number of electors = x 
The number of votes received by the successful candidate = 2250
The number of votes received by the unsuccessful candidate = 96% of 2250
                                                                                                  = 96/100 * 2250
                                                                                                  = 2160
Number of votes rejected = 90
Number of electors who voted = 90% of x = 9/10 * x = 2250 + 2160 + 90
                                                 = 4500
                                             9/10 * x = 4500
                                                 x = 5000
Therefore the number of electors = 5000
