At high altitudes, the atmospheric pressure decreases drastically. So the inter particulate spaces between the particles of liquid being heated increase and the intensity of inter particulate forces decrease. This additional weakening of forces due to decrease in atmospheric pressure adds to the total net decrease in the intensity of forces by which the boiling point of the liquid comes down.
