Answer:

First of all at the time of partition, Kashmir was not a part of India. It was ruled by the ranbir singh's heir, Hari singh. It was during the time when britishers were returning they played the last deck to increase the rivalry between india and pakistan. And their last card was dominance of kashmir by either of the countries. Although Hari Singh without any pressure (excluding the indirect diplomatic pressure made by iron man of our country and our then deputy prime minister Vallabh Bhai patel) integrated with india pakistan was not ready to accept its defeat. So he declared a silent war against india that is continued till date.

Basically this kashmir problem wasn't so big but due to ego problem of Pakistan this topic is extended to this mark and only end with a final face off among the two countries.
