here is your answer
si =  \frac{r \times t \times p}{100}
so,
126 =  \frac{r \times 4 \times 630}{100}  \\  \frac{126 \times 100}{630 \times 4}  = r \\ r =  \frac{2 \times 10}{4}  \\r  = 5\%


so, the rate must be 5%
