A has 82 protons while B has 83 protons which is which is exactly equal to their atomic numbers as atomic number is equal to the number of protons are the number of electrons an atom has in neutral state.

Isotopes are elements that have same atomic number but different mass number. Here and we have different atomic numbers so they are not isotopes. These are isobars that are the elements having same mass number but different atomic numbers.
