This is because an element of same grp may have diff mass (isotope) whereas the at. Mass remains same. Also elements of diff grp may have same mass but diff at. No. (isobar)

At no 13 = aluminium

Different isotopes of al may have diff masses. Also an isobar of another element can have mass = to that of al .

Atomic no of Al is more than si hence atomic mass doesn't increase in regular manner. So atomic no is considered better than atomic mass.
