we are pretty sure that every electron really has a negative charge. They are so light that they are not about to swing an anvil or even a proton around. Getting stuck like that ensures they form the outer shell. Hence, they sett up a negative field into the middle, That would route out any electron that snuck inside when nobody was looking, and draw in the protons to claim that middle.

the atoms are stable as long as the negatively charged electrons are revolving around the nucleus of the atom and some are very stable like the noble gases but when these electrons are transfer to some other atoms and only nucleus remains they don't remain stable
