B.Have an equal number of electrons and protons.

Atoms have no electric charge when they have an equal number of electrons and protons. If the number of positive charge and negative charge is equal, net charge will be zero.

Atoms have no electric charge when they have equal number of electrons and protons.

Electrons and protons ate the once which carry charge in an atom.

If there are more number of protons the charge will be positive and if there are more number of electrons the charge is negative.

If both are in equal number then no charge exists.

If no charge is present no conductivity  is present.
